Preheat oven to 425 degrees F (220 degrees C). Grease a 9×13-inch baking dish with cooking spray.
Bring a large pot with lightly salted water to a boil. Cook the spaghetti in the boiling water, stirring occasionally, until tender but firm to the bite, 8 to 10 minutes. Drain and rinse with cold water.
Mix together 1/2 cup of mozzarella cheese, milk, egg, salt, and garlic salt in a large mixing bowl. Add the drained spaghetti and stir until well blended. Spread the mixture into the prepared pan.
Bake in the preheated oven for 15 minutes. Remove from oven and reduce temperature to 350 degrees F (175 degrees C).
Spread the spaghetti sauce over the pasta mixture. Sprinkle with oregano and basil, then top with the remaining 1 1/2 cups of mozzarella cheese. Arrange the peppers on top of the cheese.
Return to the oven and bake until the cheese becomes full of bubbles and begins to brown, about 30 minutes. Let it rest for 5 minutes before cutting.
