Traditional Beef Stew

Warm up the oil in a big pot. Put beef and flour in a pan, mix well to cover the beef, and cook until brown. Then, add water, broth, salt, and pepper. Bring to a boil, then lower the heat and let it simmer for one hour. Add potatoes, carrots (or turnips), and rosemary. Cook for 1-2 hours. Then, add corn and green beans, and cook for another 30 minutes.
