Prepare the cabbage: Cut the cabbage into 1.5-2 cm thick slices. Combine olive oil, salt, pepper, red pepper, Provençal herbs, and chopped garlic in a bowl and brush over the cabbage slices.
Bake the cabbage: Preheat the oven to 180°C. Place the cabbage slices on a baking sheet and bake for 35–40 minutes.
Add cheese: Sprinkle the grated cheese over the cabbage slices and bake for another 5-7 minutes until the cheese is golden brown.
Prepare the creamy sauce: Melt the butter in a saucepan over medium heat. Add the flour and stir for 1 minute, then gradually add the milk and stir well. Add nutmeg and salt. If the sauce is too thick, stir in more milk.
To serve: Remove the baked cabbage from the oven, pour the creamy sauce over it and garnish with chopped chilies if desired.
